New aerationcontrol module

Added new aerationcontrol model that uses a sensor, PID controller and actuator, that have implemented transfer functions, modelling their response times and noise models. The PID controller has an anit-windup mechanism.

Implemented this new aerationcontrol into bcm2_cl and bsm2_cl_test.
